A fee based on a guess is not fair <br /> Excess water usage over maximum allowances is most likely not to require sewer <br /> treatment. R'hen my water bills have been excessive, it has been due to the follvwin¢ <br /> conditions: <br /> 1. I[rigating a large ]/2 acre landscaped lot N dry Kailua-Kona. <br /> 2. Water leaking from itngation pipes. <br /> 3. Misreading of my water meter. <br /> In none of these situations does the.vater go into the sewer to be treated. <br /> W astewa[er charges need to be equitable.
