Hawaii County Council Meeting <br /> <br /> June 4, 2007 <br /> Concerning: Resolution # 169-07 <br /> My name is Wilhelmine Shuck. I live in Ka'u and Punaluu. <br /> I object to changing the parameters of a bill that's been worked on for ten <br /> years three times within a month and that is as slippery as an eel under a <br /> rock at Punaluu. <br /> I object to a bill that balloons in size with no realistic plan other than that <br /> being pushed by one private lobbying entity. <br /> Resolution No. 169-07 covers much more land than is currently listed and <br /> prioritized for purchase by the Public Access Open Space and Natural <br /> Resources Preservation Commission. That Commission action only <br /> prioritized the purchase of the Punaluu Beach Park and Ninole Springs <br /> and Pond areas, which included certain oceanfront areas of TMK parcels <br /> (3) 9-6-001: 006, 011, 012 and 003, and TMK (3) 9-5-019: "coastal portions <br /> of various parcels", and not the entire makai SM5 development area. The <br /> PAOSNR Commission's prioritization was based upon the premise that <br /> Punaluu Beach Park should be protected because "adjacent lands are <br /> scheduled for development"; not that any Council action should essentially <br /> stop the development as may be the practical result of Resolution No 169- <br /> 07. <br /> I object to Mr. Jacobson's public pronouncement of putting one single <br /> entity in charge of managing this proposed park, an entity with whom he <br /> has declared his personal alliance and allegiance, an entity that refuses to <br /> work with other groups and plans in this beautiful Ka'u District. <br /> Where are the bids required by Procurement Code 103, (see also Hawaii <br /> County Code C-285) for competitive sealed bids on such a project.? <br /> I object to Ka'u Preservation, a group, that is intransigent and that refuses <br /> under any conditions to sit down with other community groups and with <br /> the prospective developers who are seeking public input into what the <br /> community needs and wants in this area. <br /> I strongly support saving Punal'u for the people of Ka u..
