Pete Hoffmann, Chair <br /> County of Hawaii <br /> County Council <br /> Re: Bill 55, Draft 2, Kailua Village Business Improvement District No. 1 <br /> Dear Chairman Hoffmann, <br /> I strongly urge you to support the establishment of the Kailua Village <br /> Business Improvement District No. 1. for the future betterment of this <br /> community. <br /> Over the decades we have witnessed first-hand the deterioration, graffiti, <br /> neglect and crime ridden area that is our beloved historical Kailua <br /> Village. Everyone should be able to use the village day or night without being <br /> threatened or concerned for their safety. From employees to shop owners to <br /> residents we all have a vested stake in the future of our village. <br /> Today, concierges along the Kohala Coast routinely tell their guests not to <br /> visit Kailua Village due to high crime and unattractiveness. <br /> For the past four years following the success of the Waikiki Business <br /> Improvement District and the Fort Street Mall Business Improvement <br /> District, the Kailua Village Business Improvement District has worked hand-in- <br /> hand with these two entities to mirror their successful examples by helping to <br /> reestablish a quality of life we can all be proud of in Kailua Village. Across the <br /> nation Business Improvement Districts have created win-win scenarios for small <br /> and large communities where individuals who really care, want to get involved <br /> and want to make a positive difference! <br /> Through this legal mechanism the private and public sector will work in <br /> concert to improve and maintain the physical appearance and aesthetics of <br /> public right of ways, increased cleanliness and security. <br /> Now is the time, we have the opportunity to do something positive for our <br /> community and to set an example for others to follow.
