I will be off-island during the public
meeting and the hearing, so I will not be able to provide testimony in person.

What I did not say previously was that I have relatives who own a condo apartment downtown Kailua town.
Between the County property tax and the monthly maintenance fee it already cost more than $500. per month to
reside there. The condo units and property are within the proposed district, but the property is already
meticulously maintained by the condo owners association.

Why would it be necessary to pile additional business improvement district assessments on top of the already
exorbitant monthly fees of Kailua-Kona residents? Why not just create a Kona Village Business Owners

Association to maintain their business district properties, much the same way that the condominium owners
associations in the area already collect monthly fees to maintain their respective residential properties? What say
business owners about that?
The residential property owners in Kailua town are already doing their fair share of maintaining the residential
properties. Bill 55 must not be allowed to increase the already high cost of housing in the area. Business is
business. Housing should not be treated as business. If it is then landlords will be forced to pass along increased
costs in the form of higher rent. The housing rental costs in West Hawaii are already high enough. They should
not also be forced to pay for business property maintenance costs.
Mahalo for sharing any of my concerns regarding Bill 55.
Glenn Johansen
Kailua-Kona
Comm, No,
ef. 70• ~rsseef~ une-i
:ef.
