May 31, 2007 <br /> Pete Hoffmann, Chair <br /> County of Hawaii <br /> County Council <br /> Re: Bill 55, Draft 2, Kailua Village Business Improvement District No. 1 <br /> Dear Chairman Hoffmann, <br /> I ask that you please support the establishment of the Kailua Village <br /> Business Improvement District No. 1. for the future betterment of this <br /> community. <br /> Sadly the appearance of our historical village has now become riddled with <br /> graffiti, garbage and looks rundown. <br /> <br /> As a community we need to take pride and action to help restore Kailua <br /> Village so that locals, businesses and visitors can spend time enjoying this <br /> oceanfront area. By addressing the cleanliness and safety issues, the <br /> Kailua Village Business Improvement District will be able to accomplish <br /> these goals. <br /> <br /> The Kailua Village Business Improvement District was modeled after the <br /> Waikiki Business <br /> Improvement District and the Fort Street Mall Business Improvement <br /> District. They will be the first BID on the Big Island. <br /> <br /> Through this legal mechanism the private and public sector will work in <br /> concert to improve and maintain the physical appearance and aesthetics of <br /> public right of ways, increased cleanliness and security. <br /> Let's improve the image of Kailua Village!
