When I reviewed the maps I had submitted in my committee materials,I realized that they had been <br /> convened to black and white and so I am attaching them in color and I'm subritting other amendments <br /> requested by colleagues and community members. This draft wntains all previous corrections outlined in the <br /> aforementioned communications but deletes the last (13`") WHEREAS in the resolution and replaces it with a <br /> new WHEREAS: <br /> WHEREAS, to ensure serving the public interests in accessing and utilizing the Punaluu area into the <br /> future, community members, community roues such as Ka`G Preservation Inc.. governmental entities. <br /> professionals. academics, and other people with expertise in: economics, education. Hawaiian cultural <br /> practices. marine biology. community building, facility mana¢ement, shoreline management, fishnond and <br /> wetlands restoration, archeology, public saferi, fundraising and other pertinent skills are encoura¢ed to work <br /> together to form anon-profit organization whose sole purpose is the conservation and park management of <br /> Punaluu Bav and shoreline park areas. Many community members and professionals have been working on a <br /> mana eg ment agreement and clan for the azea that will include best practices for resource management and use. <br /> The community is invited to work with park professionals. with the scientific and educational community, and <br /> other grassroots community members to promote good management of the Punaluu resource: now. therefore. <br /> This draft also incorporates three new BE IT FURTI~ER RESOLVED clauses to be placed beforathe Final <br /> Be It Resolved: <br /> BE IT FURTHER RESOLVED the Hawaii Counri Council welcomes individuals who are willing <br /> to share their expertise and engage with others in an open process to forth a new non-profit solely dedicated to <br /> the management of new Punaluu Park; and <br /> BE IT FURTHER RESOLVED that discretionary funds from District 6 shall be provided for <br /> facilitation services throueh Research and Development or by contract if the communitydesires help in <br /> building a community based non-profit organization; and <br /> BE IT FURTHER RESOLVED that the Hawaii Count~Department and Parks and Recreation and <br /> Hawaii County Land Management Division shall select a community based non-profit organization to manage <br /> th~azk that contains diverse community membership with expertise in the following areas: economics, <br /> education, Hawaiian cultural practices- marine biod~y, community buildin ,facility management. shoreline <br /> management, fishnond and wetlands restoration and conservation. archeology- public safety, fundraising and <br /> other pertinent skills needed to manage this public resource: and <br /> comet; No. 3~ <br /> DistrlM 6 -Upper Puna, Ka`a, and South Xona Ref.
