BOX 929 C7 <br /> KAMUELA, HI 96743 r• <br /> SUBJECT: AGENDA FEBRUARY 3, 1998, Councilroom, 9:00'a.m. <br /> RE: Comm. 687: (Bill 192) <br /> I OFFER THE FOLLOWING AS AN ORAL TESTIMONY TO BE GIVEN BY DEBBIE TEXEIRA. <br /> I am a landdwner in Kukuihaele and Waipio Valley and have been <br /> witness to traffic congestion at the entrance/exit of Waipio <br /> Valley and the immediate area including the Parks & Recreation <br /> parking area which has 10 stalls (which is usually filled by <br /> morning by people who have hiked down the Valley) and also <br /> vehicles parked on both sides of the roadway leading to the <br /> entrance of the Valley. <br /> As recent as January 24th and 25th, as I entered and exited the <br /> Valley, the congestion of vehicles including cars, 4-wheel drives, <br /> tour vans and pedestrians made for a serious safety hazard. <br /> The addition of a peddler parked alongside the road to the <br /> Valley with his goods, an umbrella, 2-3 chairs with friends <br /> certainly added to the chaos. <br /> It is not my intent to single out a particular vendor but to <br /> bring out the most obvious SAFETY. The mixture of people <br /> utilizing this particular area includes residents, farmers of <br /> the Valley, surfers, tourists, etc. <br /> As is the practice, the engaging and disengaging of 4-wheel <br /> drive is done in this area on the roadway as there is no room <br /> for pulling to the side throughout the day. <br /> <br /> As for the proposed restricted area, I suggest that the area <br /> <br /> extends to include all the County Roadway to the Valley floor <br /> <br /> as the chaos continues along this roadway with horse tours, <br /> van tours, wagon tours, individuals on rented 4-wheel drives <br /> <br /> and the mixture of people mentioned previously who utilize <br /> <br /> the Valley. <br /> I am sure that an on-site inspection of the areas mentioned <br /> <br /> as inclusion to the restricted areas will give you a clear <br /> <br /> picture of this serious situation. <br /> THANK YOU. <br /> cow.. » X87. 0 <br /> 9ef ~ Presenfe PWP~ <br /> fret.
