POLICIES <br /> Commercial facilities shall be developed in areas adequately served by necessary <br /> services, such as water, utilities, sewers, and transportation systems. Should such <br /> services not be available, the development of more intensive uses should be in <br /> concert with a localized program of public and private capital improvements to <br /> meet the expected increased needs. <br /> Distribution of commercial areas shall be such as to best meet the demands of <br /> neighborhood, community and regional needs. <br /> STANDARDS <br /> There are three basic types of shopping centers: <br /> I) Neighborhood Centers <br /> Provide: Convenience goods, e. g., foods, drugs, and personal services. <br /> Major Shops. Supermarket and/or drug store. <br /> Number of Shops: 5 to I5. <br /> Acreage: 5 to l0 acres. <br /> Approximate Market: 3,000 people. <br /> <br /> General Plan conformity, RA .5: The proposed rezoning is in conformance with <br /> the Hawaii County Genera] Plan as outlined in: <br /> SECTION 4 -GOALS, POLICIES AND STANDARDS <br /> M. LAND USE <br /> (5) Single Family Residential <br /> GOALS <br /> To maximize choices of single family residential lots and/or housing for residents <br /> of the County. <br /> To enswe compatible uses within and adjacent to singe family residential zoned <br /> areas. <br /> To provide single family residential azeas conveniently located to public and <br /> private services, shopping, other community activities and convenient access to <br /> employment centers. <br /> POLICIES <br /> Rwal style residential agricultwal developments, such as new small sca}e rural <br /> communities or extensions of existing rural communities, shall be encowaged in <br /> appropriate locations. <br /> The County shall review and amend if necessary land use ordinances and codes to <br /> include considerations for rwa] style residential subdivisions in appropriate <br /> locations. Standards and criteria for the establishment of these azeas shall be <br /> developed. <br /> STANDARDS <br /> Areas shall have basic improvements and amenities necessary for immediate use. <br /> Areas shall be limited to low density and medium density residential uses. <br /> <br />
