But I can't understand why developers, architects, engineers or anybody <br /> <br /> would be against the best flood control management that the County can muster. Certainly profit motive <br /> cannot be a reason over the sense of ohana for the Island. FEMA and National Flood Insurance Program <br /> encourage governmental entities to develop local standards that exceed their minimum. This is not <br /> exclusively a singular issue for any district; flooding occurs anywhere and for the most part, one shoe <br /> does fit all. <br /> There was an advertisement years ago in which a mechanic pushing oil filter change touted the audience <br /> <br /> with the phrase, "You can pay me now or you can pay me later."
