I believe it is essential that more stringent and comprehensive regulations be adopted to both <br /> preserve the environment and the coastal waters, as well as to protect homes, lives and property from future <br /> flood events. Such flood events will undoubtedly occur with greater frequency and severity as global climates <br /> change, and if up gradient properties continue to be allowed to be developed, adding more impervious surfaces <br /> to the watershed. I would have preferred that the originally proposed 100 year storm standard remain in the <br /> bill, but can accept the 25 year storm standard being proposed, as a considerable improvement over the <br /> existing ten year storm standard. <br /> This new standard, together with the other measures contained in this bill, will provide an urgently <br /> needed and more comprehensive approach to floodplain management and flood mitigation. <br /> However, I hope that the Council will also view the adoption of this bill as a necessary first step, and <br /> continue to work on strengthening related ordinances such as those pertaining to zoning, erosion and sediment <br /> control, and the subdivision code as well as to support further public works projects to deal not merely with the <br /> 25 year storm event, but with larger storms which will inevitably happen in the future. <br /> I regret that it is impossible for me to appear and testify in person for this bill, but hope that the Council <br /> will take these comments into consideration and adopt the proposed Bill 51, with the Draft 5 revisions. <br /> Thank you for your consideration, <br /> Donna A.
