June 30, 2006, and Management Letter dated April 27, 2007, as prepared by KPMG
LLP, which satisfies the requirement of Section 10-13 of the Hawaii County Charter,
relating to the responsibility of the County Council to conduct an annual independent
audit of the accounts and other evidences of financial transactions of the County and of
every County agency and executive agency. This year's Management Letter contains
findings and recommendations related to Collection of Receivables, and monitoring of
Backup Media.

increment of the fuel tax increase, established by Resolution Nos. 192-97 and 241-97, in
the amount $7.2 million

Projected revenues are being allocated utilizing the same distribution method as
Increment 4 (based on each district's percent of miles of local streets), except that road
mileage calculations now account for all roads maintained by the County. Previously,
calculation excluded Federal Highways Administration (FHWA) roads as FWHA funds
were used for those. The specific projects are listed on Exhibit A of the bill.

bills. The Waikoloa Workforce Housing (Kamakoa) Project is currently in the
pre-development/design phase, with infrastructure construction expected to begin this
summer. The total project is planned as a 1,200-unit development. Current focus is on
Phase 1, which includes a mix of for sale and rental units, a park area, a community
center, a day care center, parking, and a future school site, all intended for public use by
the residents of the Waikoloa area. This appropriation will be used to fund Phase 1-A,
part of the Phase 1 infrastructure and one park. As Phase 1-A proceeds, a Community
Facilities District will be formed and funds will be borrowed to complete Phase 1-B,
including most remaining public community facilities.
