I would like to add that the notion that a <br /> developer is not responsible for runoff after it leaves his development lacks the logic of sanity. I have <br /> <br /> friends who are developers on the mainland who cannot believe how haphazardly developmental <br /> approvals are handed out here on the Big Island.
