The Hilo <br /> Community Development Plan (CDP) adopted in 1975 suggests the retention of <br /> residential uses in this azea. However, this azea is transitioning to commercial and light <br /> industrial uses. The advantage of this azea is its location in close proximity to water, air <br /> transportation terminals, hazbor facilities and the residential population of Hilo. The <br /> proposed change of zone would complement the existing industrial and commercial land <br /> uses that already exist in this azea and will provide for an orderly development of the <br /> area. <br /> The MCX zoning designation was created when the Zoning Code was amended in <br /> 1996. In accordance with Section 25-5-130, Hawaii County Zoning Code, this district <br /> would allow a mix of light industrial and commercial uses. The intent is to provide for <br /> azeas of diversified businesses and employment opportunities by permitting a broad range <br /> of uses, without exposing non-industrial uses to unsafe and unhealthy environments. <br /> The property is 22,500 square feet in size and is rectangular in shape. It is located <br /> on the northwest comer of Lanikaula Street and Hinano Street. The applicant is proposing <br /> to relocate her current storage business to the new facility, which will be a 6,250-squaze <br /> foot steel framed building for self storage and an office. <br /> The land uses in the immediate area aze a mix of residential, commercial, and <br /> industrial uses. Industrial-commercial uses to the east include a small shopping complex <br /> on the corner of Lanikaula Street and Laukapu Street zoned ML-20 by Ordinance No. 94 <br /> 5 (REZ No. 757). Businesses in the shopping complex include Sputnik's, Affordable <br /> Catering, Punahele Bake Shop, and Dino's Fish and Tackle, among others. Across the <br /> shopping complex aze two parcels recently zoned to MCX-20 by Ordinance No. 06-146 <br /> (REZ No. 06-000043), which will be used as office and storage space for an engineering <br /> firm. To the south on Hinano Street is a carpet business and an electrical business on <br /> properties zoned ML-10. To the west on the corner of Lanikaula and Manono Street is a <br /> property zoned ML-20. This property consists of businesses such as Hawaii Fazm <br /> Services, Mid Pacific Wheels, Doc Stanley's Repair, Hawaiian Island Glass Tinting and <br /> Auto Shine, which are within a wazehouse structure. To the north on Hinano Street are <br /> single family dwellings. Immediately adjacent properties are zoned RS-10 and consist of <br /> single-family residential uses. <br /> All utilities and services aze available to the site. Access to the project site will be <br /> from Lanikaula Street, which is a County roadway with an approximate pavement width <br /> of 22-24 feet within a 50-foot right-of way. On-site paved parking will be available. As <br /> part of the rezoning approval, the property will be required to set aside a 5-foot future <br /> road widening strip along Lanikaula Street and Hinano Street, and provide a 20-foot <br /> <br />
