BY• <br /> w ~ i....~----------~' <br /> To: James Arakaki, Chairman County Council <br /> and Members of the Hawaii Cou~nt/y Counci] <br /> From: AI Smith, Secretary-Treasurer clpr <br /> Hawaii State Association of Counties (HSAC) <br /> Subject: HSAC Executive Committee Meeting -January 21, 1998 <br /> The following highlights of the HSAC Executive Committee meeting of January 21, 1998 are <br /> hereby submitted. <br /> The Secretary's Minutes of the Executive Committee Meeting of December 10, 1997 were <br /> approved and placed on file (Attached for information). <br /> The Treasurer reports for November 1997 and December 1997 was approved and placed on file <br /> (Attached for information). <br /> Under NACo/WIR Reports, President Mansho advised that Hawaii will have a booth at the <br /> NACo Legislative Conference where counties will be able to promote their islands as pre or post <br /> conference destinations for the WIR Conference in Juneau and the Annual Conference in <br /> Portland. Councilmember Kouchi reported that the deadline to include legislation in the NACo <br /> package is January 31, 1998. <br /> Under Unfinished Business, all four counties approved items relating to privatization and <br /> recreational tort liability for inclusion in the ] 998 HSAC Legislative Package. The Executive <br /> Committee deferred action on other legislative package items pending approval by all counties. It <br /> is requested that the Hawaii County Council consider a legislative proposal authorizing the <br /> counties to establish a general excise tax of one-half percent. (Attached, action requested). <br /> An amended version of the HSAC Legislative Policy Statement, United States Air Rights <br /> Negotiations and the Statewide Uniform Alcohol and Substance Abuse Testing Policy were <br /> approved by all counties.
