N O. <br /> 1 (3) The general excise and use tax surcharge shall be <br /> 2 repealed upon the determination by the director of <br /> 3 finance that all authorized capital costs of the fixed <br /> q rail rapid transit system or county projects under <br /> 5 paragraph (4) have been collected and distributed <br /> 6 pursuant to chapter 248. <br /> ~ (4) The counties of Hawaii, Kauai, and Maui shall use the <br /> 8 surcharges for public transportation systems, including <br /> 9 mass transportation, sewage, or water development, and <br /> 10 parks, including park operation, maintenance, <br /> 11 infrastructure, or purchase. <br /> 12 (d) As used in this section: <br /> 13 "Capital costs" means nonrecurring costs required to <br /> 14 construct a transit facility or system, including debt service, <br /> 15 costs of land acquisition and development, acquiring of rights- <br /> 16 of-way, planning, design, and construction, including equipping <br /> 17 and furnishing the facility or system. <br /> I8 'Private source revenue" means all €unds, concessions, <br /> 19 development rights, or those assets of value contractually agreed <br /> 20 upon with the county from sources other than state, county, or <br /> 2l federal governments as a result of, or for the purposes of, <br /> 22 developing mass transportation.] as each respective county <br /> HB LRB 97-0856 <br /> <br />
