• SECTION 4. If any provisions of this ordinance or the application thereof to any persons <br /> or circumstances is held invalid, such invalidity shall not affect other provisions or applications <br /> of the ordinance which can be given effect without the invalid provisions or application, and to <br /> this end, the provisions of this ordinance are declared to be severable. <br /> SECTION 5.
