HomeMy WebLinkAboutRES 297 Draft 01 2006-2008 MSY os M i ' ~ui1 COUNTY OF HAWAII STATE OF HAWAII TE Oi ~M~+ RESOLUTION NO. 297 07 RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF THE ATTORNEY GENERAL, PURSUANT TO HRS 46-7, FOR A HAWAII ANTI-TRAFFICKING TASK FORCE GRANT FOR THE HAWAII COUNTY POLICE DEPARTMENT WHEREAS, the State of Hawaii Department of the Attorney General, Crime Prevention and Justice Assistance Division has authorized funding towards the Hawaii County Police Department's Hawaii Anti-Trafficking Task Force Grant Project; and WHEREAS, the other goals of the task force are: 1) to assist trafficking victims with applications for T visas and continued presence in the United States; 2) to facilitate the development of interagency protocols for a coordinated victim service response to human trafficking; 3) to conduct a strategy that supports a strong law enforcement role in public awareness and outreach; and to 4) to identify and collaborate with community stakeholders in an effort to eliminate trafficking in human subjects; and WHEREAS, the grant funds will be used to cover the cost related to implementing the project's goal of increasing the identification of trafficking victims through proactive law enforcement training and response; and WHEREAS, the funds provided by the State of Hawaii Department of the Attorney General are derived from grants provided by the federal government; and WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, in accordance with section 46-7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is authorized to execute, on behalf of the County, an agreement and related documents, to enable the County to execute the Hawaii Anti-Trafficking Task Force Grant Project as described in the State Attorney General's award letter, which includes the Police Department's Grant Application, attached hereto and incorporated herein by reference as Exhibit "1". BE IT FURTHER RESOLVED that the County Clerk of the County of Hawaii shall transmit copies of this resolution to the Office of the Mayor, the Finance and Police Departments. The funds that are being used to cover Assistant Chief James Day's travel to attend the monthly task force and committee meetings held on Oahu will continue to be paid directly by the Department of the Attomey General. Subsequently, this grant is not for travel cost to attend regular task force and committee meetings. A 25% match is required for the federal funds, however, the match is being provided by the task force members which includes the Hawaii County Police Department. The Department of the Attomey General is overseeing the match reporting and expenditwes. The other task force goals include: • To assist trafficking victims with applications for T visas and continued presence in the United States. To facilitate the development of interagency protocols for a coordinated victim service response to human trafficking. DESCRIPTION OF PROJECT A. HAWAII ANTI-TRAFFICKING TASK FORCE GRANT This contract between the Department of the Attorney General and the Hawaii Police Department, implements the Hawaii Anti-Trafficking Task Force Grant in the State of Hawaii. B. SUMMARY OF HAWAII POLICE DEPARTMENT'S ROLE The goal of the Hawaii Anti-Trafficking Task Force (HATTF) is to increase the number of human trafficking victim saves and prosecutions of traffickers over the next three years, and to provide victims with needed services throughout the Trafficking-visa (T-visa) process. The goals of the task force are to: (I) to empower local law enforcement and other first responders to identify trafficking victims through in-depth training; (2) to develop collaborative relationships with victim service providers and federal and state law enforcement agencies in order to create a protocol on how to best serve victims during the T visa process; (3) to create a methodology for collecting data on the number of trafficking victims in Hawaii; and (4) to increase public awareness of trafficking. These goals will be implemented through grant fimds via the Department of the Attorney General for coordinating trainings, the development of a service protocol, data collection efforts, and public awareness activities. The Hawaii Police Department is member of the HATTF and the Department of the Attomey General is contracting with the Hawaii Police Department (HPD) for officer training on the identification of human trafficking victims and the perpetrators. The training is intended to increase the number of human trafficking victims identified by HPD officers. The HPD will work together with the Honolulu Police Department, and the Attorney General (and their designee), on developing the curriculum and coordinating the training that is conducted for police personnel. Performance indicators to be reported by HPD to the Department of the Attomey General will include: • The number of law enforcement officers who received training in the identification of trafficking victims, and the number of training sessions held. • The number of human trafficking cases investigated, the number of suspected victims and offenders, and the disposition of the cases. • The number of public awareness activities HPD conducted, and the number of attendees.
