PART II. DESCRIPTION OF PROJECT <br /> <br /> A. HAWAII ANTI-TRAFFICKING TASK FORCE GRANT <br /> This contract between the Department of the Attorney General and the Hawaii Police <br /> Department, implements the Hawaii Anti-Trafficking Task Force Grant in the State of Hawaii. <br /> <br /> B. SUMMARY OF HAWAII POLICE DEPARTMENT'S ROLE <br /> The goal of the Hawaii Anti-Trafficking Task Force (HATTF) is to increase the number of <br /> human trafficking victim saves and prosecutions of traffickers over the next three years, and to <br /> provide victims with needed services throughout the Trafficking-visa (T-visa) process. The <br /> goals of the task force are to: <br /> (I) to empower local law enforcement and other first responders to identify trafficking <br /> victims through in-depth training; <br /> (2) to develop collaborative relationships with victim service providers and federal and <br /> state law enforcement agencies in order to create a protocol on how to best serve <br /> victims during the T visa process; <br /> (3) to create a methodology for collecting data on the number of trafficking victims in <br /> Hawaii; and <br /> (4) to increase public awareness of trafficking. <br /> These goals will be implemented through grant fimds via the Department of the Attorney <br /> General for coordinating trainings, the development of a service protocol, data collection efforts, <br /> and public awareness activities. <br /> The Hawaii Police Department is member of the HATTF and the Department of the Attomey <br /> General is contracting with the Hawaii Police Department (HPD) for officer training on the <br /> identification of human trafficking victims and the perpetrators. The training is intended to <br /> increase the number of human trafficking victims identified by HPD officers. The HPD will <br /> work together with the Honolulu Police Department, and the Attorney General (and their <br /> designee), on developing the curriculum and coordinating the training that is conducted for <br /> police personnel. Performance indicators to be reported by HPD to the Department of the <br /> Attomey General will include: <br /> • The number of law enforcement officers who received training in the identification of <br /> trafficking victims, and the number of training sessions held. <br /> • The number of human trafficking cases investigated, the number of suspected victims and <br /> offenders, and the disposition of the cases. <br /> • The number of public awareness activities HPD conducted, and the number of attendees. <br /> <br />
