~cr or•q_ <br /> ~•w <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> A <br /> -iTj 0~•M~~ <br /> RESOLUTION NO. 300 CI'T <br /> RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN <br /> AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF THE ATTORNEY <br /> GENERAL, PURSUANT TO HRS 46-7, FOR A SEXUAL ASSAULT FORENSIC <br /> EXAMINER (SAFE) TRAINING GRANT FOR THE HAWAII COUNTY POLICE <br /> DEPARTMENT <br /> WHEREAS, the State of Hawaii Department of the Attorney General, Crime Prevention and <br /> Justice Assistance Division has authorized funding towards the Hawaii County Police Department's <br /> Sexual Assault Forensic Examiner (SAFE) Training Project; and <br /> WHEREAS, the SAFE personnel are called upon to conduct exams on victims of sexual <br /> assault in assisting the department's Sex Crime Units, which are responsible to investigate all sexual <br /> assaults and difficult abuse cases, and also to perform forensic examinations and evidence collection <br /> of female homicide victims and domestic violence victims where sexual assault is also suspected; <br /> and <br /> WHEREAS, the goal of this project is to improve Hawaii County Police Department's ability to <br /> respond to crimes against women, primarily sexual assault, with associated domestic violence, <br /> physical abuse and homicide, with improved forensic examination services provided to victims island- <br /> wide; and <br /> WHEREAS, this goal can be accomplished by providing specialized training for SAFE <br /> personnel that is critical to ensure that best practice methods in evidence collection, investigative <br /> <br /> techniques, documentation of injuries and diseases related to sexual assault and court presentation <br /> are established; and <br /> WHEREAS, the specialized training is required to certify new SAFE nurses and to provide the <br /> <br /> continuous availability of sexual assault forensic examination for the victims; and <br /> <br />
