Proiect Summary <br /> North Kona Sewer <br /> North Kona Effluent Reuse Upgrade <br /> 1. Project Description: <br /> A. These projects are newly formed as a result of the discontinuation ofthe Kohanaiki Project. <br /> It will consist of design and construction for sewer infrastructure between the Kealakehe <br /> Wastewater Treatment Plant (KWWTP) to Hina Lani St., effluent reuse infrastructure <br /> between KWWTP and the Kohanaiki Development, a Sewage Pump Station (SPS) and <br /> sewage force main to convey wastewater to the Kealakehe WWTP, conversion of an <br /> existing Department of Water Supply (DWS) Tank for effluent reuse storage and <br /> pressurization system, and upgrade of the KWWTP to an R-1 effluent conversion facility. <br /> B. Projects aze to be funded by County Capital Improvement Project funds and State <br /> Revolving Fund loan with expected future reimbursement via a Community Facilities <br /> District (CFD) or Improvement District (ID). <br /> 2. Project Drivers: <br /> A. Approximately 1.6 MGD of R-2 Effluent from the Kealakehe WWTP is currently disposed <br /> of via a Seepage Pit located mauka of the Kealakehe WWTP. <br /> B. The State of Hawaii, Department of Transportation, Highways Division (State DOT) <br /> currently has the fast-track Queen Kaahamanu Widening Design-Build Project, Phase II in <br /> the Request for Proposal (RFP) process with projected award of the RFP In August 2007. <br /> • Dovetailing of portions of the North Kona Sewer and the North Kona Effluent Reuse <br /> Upgrade projects with the State DOT project would result in significant cost savings <br /> for the project. <br /> o The project is a Design-Build project therefore design costs would be <br /> established as part of the bid process. <br /> o Construction Management of the project would be performed by the State DOT. <br /> o Permits (NPDES Construction Permit, SMA Permits, Conservation District Use <br /> Permit would be part of the State DOT project). <br /> o Since the Sewer and Reuse Infrastructure installation would be a part of the <br /> State DOT project, design of the roadway would already take into account <br /> installation of the infrastructure. <br /> o Contractor mobilization demobilization, traffic control, and Best Management <br /> Practices (BMP's) would be for the entire project versus just for installation of <br /> Sewer and Reuse Infrastructure. <br /> • Installation of Sewer and Reuse Infrastructure after completion of the State DOT <br /> project would result in tremendous negative impact to traffic flow in the area. <br /> Comm.
