REQUEST: <br /> Request to amend Ordinance 07-83 Capital Improvement Budget, to add the following project: <br /> Kealakehe Wastewater Treatment Master Plan - $500,000 County G.O. Bonds. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> A Project Data/Financial Impact Statement is attached. <br /> Due to the rapid development of the Kona area, a Master Plan for upgrading of the Kealakehe Wastewater <br /> Treatment Plant is required to ensure that a plan is in place for upgrading of the facility as flows to the facility <br /> increase. <br /> The Master Plan will integrate existing assets (headworks, lagoons, etc.) into the treatment system where <br /> possible to minimize capital costs for upgrades and will develop strategies for establishing an Effluent Reuse <br /> program in the area for disposal of plant effluent. <br /> The additionally needed $500,000 in G.O.
