The Recreation Director II position, vacant since May 16, 2006; has had most of its planning and coordinating duties re-assigned to the two Police Officer II positions within the HI-PAL program. The proposed Clerk III position will be assigned to take over some of the remaining duties of the Recreation Director and to also assist the Community Policing, School Resources, HI-PAL programs and the Traffic Enforcement Unit with various accounting and clerical duties including payroll, requisitions, budget, and correspondence that are currently being performed by the Lieutenant and Sergeant of the respective areas. By creating this Clerk III position, the sworn supervisory staff will have more time to supervise their respective staff and concentrate on their program requirements and deadlines; instead of performing clerical tasks. Enclosed is a resolution abolishing the Recreation Director II position and creating a Clerk III position within the Hawaii County Police Department. Give reasons how new duties arose (statutes enacted, ordinances, newly authorized programs, basis for increased workloads, etc.): As a two-part request, by abolishing the Recreation Director II position, the funds can be used to create the Clerk III, who will be assigned to take over some of the duties of the Recreation Director, such as, but not limited to, maintaining the HI-PAL inventory, purchasing and tracking all supplies and preparing forms/packets, filing, and maintaining the records of the HI-PAL program participants and activities, etc. In addition, due to the limited number of clerical staff to provide assistance in the areas of payroll, budget, etc. this position will assist the Police Lieutenant assigned to the Community Policing, School Resource, and HI-PAL program, as well as the Sergeant of the Traffic Enforcement Unit. 2. Can new duties be assigned to existing positions or handled in other way such as short term contracts, etc. The clerical duties are not new, but currently being performed by the Police Lieutenant and Sergeant of their respective programs. As we have increased the programs and payroll /FRESH entries are more time-consuming, these duties plus the regular accounting and clerical duties such as requisitions, budget, mail distribution and tracking, and typing of correspondence would be better assigned to a clerical position. Short term contracts would not be feasible as these duties are on-going and necessary to the day-to-day operations. New Position Form Page 2 3. How will new position increase the efficiency/effectiveness of operations? (Use productivity measurements where possible.: It will relieve the Lieutenant and Sergeant of the clerical duties, thereby reducing the overtime for clerical work, and allowing more time to be spent on police supervision, grant management, research, and attendance at community and committee meetings. 4. Alternatives that were considered in lieu of new position. (Have technological changes been considered?) Ironically, the technological changes involved in our Records Management System (RMS), FRESH payroll system, and emails, have actually increased the workload and responsibilities of the sworn supervisors. Both sections have submitted requests to create additional clerical positions for their programs in the past, but these positions were not high enough on our departmental list to be granted. Therefore, we felt that this is the most cost effective way of using the funds of the Recreation Director's vacancy. Manual input of computer data information will be required in this new position, irrespective of the technological changes taking place within the department. 5. Why were manpower needs not planned through budgetary process? Although this request is not being made during the budgetary process, as the funds are currently available in the department, it would result in acost-savings. 6. Show Under general supervision of the Community Policing Lieutenant, the Clerk III will be responsible for all clerical support to the Community Policing Section, which is comprised of community police officers, school resource officers and the two PO II's assigned to the HI-PAL program, and Traffic Enforcement Unit to include payroll, of time. requisitions, preparing, checking, reviewing and processing various fiscal and departmental forms, records, and materials, and other related duties as required. 1. Reviews Attendance Records and accurately transposes entries from the Time and Attendance Report into the computerized "FRESH" Payroll program for the Community Policing Section and Traffic Enforcement Unit personnel for the semi-monthly payroll; obtains, verifies, and tracks Leave of Absence forms, doctor certificates, and other corresponding payroll documents (FMLA, Military Leave, Temporary Assignment, Disciplinary Orders, etc. from personnel to maintain accurate record-keeping of time and attendance; required to have knowledge of contractual provisions to interpret overtime and other claims; maintains and reconciles Individual Overtime Records and leave balances to ensure accurate allocation for attendance and payroll data; prepares correction memorandums regarding amendments to any payroll data. Distributes semi-monthly paychecks/pay stubs and corresponding enclosures to employees. Prepares payroll data sheets for special 40% assignments and grants.
