<br /> A . <br /> BRCCtrritiafedSuperstore.doc-3/21/07 <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> BACKGROUND AND RECOMMENDATION <br /> INITIATOR: COUNTY COUNCIL <br /> AMENDMENT TO CHAPTER 25 <br /> The County Council is initiating an amendment to Chapter 25 Zoning, Hawaii County <br /> Code 1983 (2005 Edition) as amended, relating to Retail Establishments. The proposed <br /> amendment would not permit "superstores" in any zoning district. "Superstore" is defined as a <br /> business exceeding 90,000 gross squaze feet, offering for sale more than 25,000 different stock <br /> keeping units, and dedicating more than 20,000 gross square feet of floor azea to the sale of <br /> groceries. <br /> PROPOSED ACTION <br /> 1. Background: The County Council has refereed a proposed amendment to the Zoning <br /> Code to the Planning Director and Planning Commission for their review and <br /> recommendation. The proposed amendment would ban "superstores" on the island. A <br /> "superstore" is defined as a "business exceeding 90,000 gross squaze feet, offering for sale <br /> more than 25,000 different stockkeeping units, and dedicating more than 20,000 gross <br /> square feet of floor area to the sale of groceries." A "stockkeeping unit" is an individual <br /> type of sales item. For example, "Campbell's Tomato Soup" is one stockkeeping item, <br /> even if the store has fifty cans. The proposed ordinance does not define "grceeries", but <br /> the councihnember who was the principal sponsor clarified that it means food and liquor. <br /> The proposed ordinance would amend the Zoning Code to define "superstore", then state <br /> in the definition that a superstore is not allowed in any inning district. The Council <br /> resolution and proposed ordinance aze attached as Exhibit A. <br /> In essence, the bill proposes to ban the combination of a lazge departmer?t store <br /> with a grocery store. According to the principal sponsor, the main type of store that this <br /> would ban is a Wal-Mart Supercemer. There aze about 1,000 such stores on the <br /> mainland. Target also operates a type of store similaz to a Wal-Mart Supercenter in <br /> variety of items and grocery space. According to the councilmember who introduced the <br /> -1- <br /> <br />
