Access to the project site is proposed from Lanikaula Street, a County roadway with an <br /> approximate pavement width of 22-24 feet within a 50-foot right-of--way. <br /> 6. County water is available to the site. <br /> 7. Electricity and telephone services are available to the project site and County fire <br /> stations, police and emergency medical services are available to the property. <br /> 8. The Planning Director recommended favorably on this request based on the following: <br /> • The Change of Zone request will conform to the goals, policies and standards of the <br /> General Plan Economic and Land Use Elements. <br /> • The Land Use Pattern Allocation Guide (LUPAG) Map designates this area as <br /> Industrial, which designation includes uses such as manufacturing and processing, <br /> wholesaling, large storage and transportation facilities and light industrial uses. <br /> • Land uses in the immediate area are a mix of residential, commercial, and industrial <br /> uses. <br /> • The project site is located within Zone "X," an area determined to be outside the 500- <br /> year floodplain. <br /> • The Change of Zone request is not contrary to Chapter 205A, Hawaii Revised <br /> Statutes relating to Coastal Zone Management as the subject properties are located <br /> approximately two miles from the nearest shoreline and will not be impacted by <br /> coastal hazard and beach erosion. <br /> • No valued cultural, historical or natural resources exist on the property and there is no <br /> evidence of any traditional and customary Native Hawaiian rights being practiced on <br /> the site. <br /> The August 14, 2007 Committee on Planning meeting in West Hawaii was cancelled due to the <br /> threat of hurricane Flossie and rescheduled to August 21, 2007 at the Hilo Councilroom. <br /> At the August 21, 2007 Committee on Planning meeting, no statements from the public were <br /> presented. Applicant Cynthia Thomas was present and gave a brief statement of her proposed <br /> project. Ms. Thomas stated she operates a storage business in a location she has rented for the <br /> past 15 years and she intends to construct a new building on the subject property and relocate her <br /> business. <br /> Council Member Brenda Ford's concern was whether Condition H which states that <br /> development generated runoff is to be disposed of on site and not diverted to adjacent properties <br /> also meant that runoff could not be disposed of into the streets. Mr. Kelly Gomes, Department of <br /> Public Works, stated that based on past practice, drainage and development runoff does runoff <br /> into the street and that in the existing Chapter 10 of the grading ordinance, the street is a place <br /> for drainage. <br /> Council Member Higa stated he noticed the property was sold a few years back and his concern <br /> was that there were all sorts of things being stored on the lot and it was somewhat of an eye-sore. <br /> <br /> Ms. Thomas stated the boat has been moved and the remaining items will also be removed.
