The DPW recommends that the applicant install or contribute to the <br />installation of a traffic signal at the intersection of Kaiminani Drive and Mamalahoa <br />Highway. The Department of Transportation (DOT) disagrees with the applicant's <br />statement that no mitigation measures are necessary at the Kaiminani Street intersections <br />with the Queen Kaahumanu and Mamalahoa Highways. <br />The project is reasonably well-situated for residents to travel to job centers in <br />West Hawaii, such as the Kona International Airport at Keahole, NELHA, the North <br />Kona and South Kohala resorts and Kailua-Kona. Development of affordable rental <br />housing on the property should alleviate overall traffic congestion because many <br />employers at these areas currently commute from places as far away as Hawaiian Ocean <br />View Estates and Puna. <br />All utilities are available to the site. According to the applicant, Seascape <br />Development, LLC entered into an agreement with the Department of Water Supply on <br />October 4, 2005 to provide water to the project site as well as surrounding properties. <br />{Refer to Appendix F of the application - unexecuted Water Facilities Agreement) <br />County water will be made available through the extension of a County water line within <br />Kakahiaka Street. In a memo dated Apri127, 2007, the Department of Water Supply <br />states that "the water development agreement referenced as Appendix F in the subject <br />application is currently being revised and negotiated between the developer and the <br />Department " The applicant states that solid waste will be handled through a commercial <br />hauler. According to the applicant, the project's wastewater will be disposed of into a <br />new private sewer treatment plant under construction on the parcel makai of the <br />Kakahiaka Street extension (Seascape Condominium site, TMK: 7-3-10: 51). The sewer <br />treatment plant will meet the specifications and requirements of the Department of <br />Health, and is designed to accommodate the future development of the surrounding <br />contiguous pazcels. Utilities, including telephone and electrical services, are available to <br />the site. The closest police station is located in Kealakehe, approximately four (4) miles <br />from the property. There is a fire station at the intersection of Palani Road and the Queen <br />Kaahumanu Highway, approximately six (6) miles from the site, and a volunteer fire <br />station is located less than %i mile from the project site on Kaiminani Drive. The closest <br />public schools are located in Kealakehe, approximately four (4) miles from the property. <br />The request is not contrary to Chapter 205A, Hawaii Revised Statues, relating to <br />Coastal Zone Management. The property is not located in the Special Management Area. <br />The site is located mauka of the Queen Kaahumanu Highway, is not an oceanfront <br />property, and will not be impacted by coastal hazard and beach erosion. There is no <br />record of a designated public access that traverses the property. According to the <br />applicant, no valued cultural, historical or natural resources exist on the property and <br />
