RSeascaceSLU.doc- 7/11/07 <br />COUNTY OF HAWAII PLANNING DEPARTMENT <br />RECOMMENDATION <br />SEASCAPE DEVELOPMENT, LLC <br />STATE LAND USE BOUNDARY AMENDMENT APPLICATION (SLU 07-0000141 <br />Upon careful review of the request, the Planning Director is recommending that a <br />favorable recommendation for the State Land Use Boundary Amendment be forwarded to the <br />County Council. Since this recommendation is made without the benefit of public testimony, the <br />Director reserves the right to modify and/or alter this position based upon additional information <br />presented at the public hearing. The favorable recommendation is based on the following <br />findings: <br />The approval of the reclassification from the State Land Use Agricultural to <br />the Urban District for approximately 10.001 acres will not be violative of Section <br />205-2, Chapter 205, Hawaii Revised Statutes, nor will it be inconsistent with the <br />Land Use Commission Rules, the County General Plan and the Hawaii State Plan. <br />'The applicant also requests a concurrent Change of Zone from A-Sato RM-1 to develop <br />the 306-unit affordable housing rental project. Under the Land Use Commission Rules, <br />one of the standards for considering an area for urban reclassification states that "In <br />detemuning urban growth for the next ten yeazs, or in amending the boundary, land <br />contiguous with existing urban areas shall be given more consideration than non- <br />contiguous land, and particularly when indicated for future urban use on state or county <br />general plans." The property conforms to this standazd as it is situated across from an <br />existing Urban-designated area to the west, and adjacent to urban-designated property to <br />the south. Located neaz the subject property are the Kona Palisades Subdivision to the <br />north and east and the Lokahi Subdivision to the north. The applicant's request to <br />designate ten acres into the Urban District reflects the infilling of Agricultural lands <br />within this section of North Kona that is already bordering existing Urban-designated <br />lands. <br />-1- <br />ATTACH: Comm. 700 <br />Bills 181 and 182 <br />(Note: Lue to their large size, the applications for the State Land Use <br />Boundary amendment and rezoning are on file in the Clerk's Office.) <br />
