County of Hawaii <br />PLANNING COMMISSION <br />Aupuni Center • 101 Pauahi Street, Suite 3 • Hilo, Hawaii 96720 <br />Phone (808) 961-8288 Fax (808) 961-8742 <br />September 24, 2007 <br />Pete Hoffmann, Chairman <br />and Members of the County Council <br />County of Hawaii <br />333 Kilauea Avenue, 2nd Floor <br />Hilo, HI 96720 <br />Dear Chairman Hoffinann and Council Members: <br />State Land Use Boundary Amendment Application (SLU 07-000014) <br />Request: Agricultural to Urban <br />Change of Zone Application (REZ 07-000064) <br />Request: A-Sato RM-1 <br />Applicant: Seascape Development, LLC <br />Tax Man Key' 7-3-10.3 <br />The Planning Commission, after a duly held public hearing on August 31, 2007, voted to <br />recommend for your approval the proposed legislative bills for a state land use boundary <br />amendment from an Agricultural to an Urban district and change of zone from an <br />Agricultural 5-acre (A-Sa) to a Multiple Family Residential 1,000 square foot (RM-1 a) district <br />for 10.001 acres of land. The property is located south of the Kona Palisades Subdivision, <br />approximately 1,200 feet south of the extension of Kakahiaka Street, Kalaoa 5th, North Kona, <br />Hawaii. <br />The Commission concurs with the following Planning Director's reasons for recommending <br />favorable consideration of the requests: <br />State Land Use Boundary Amendment <br />The approval of the reclassification from the State Land Use Agricultural to the <br />Urban District for approximately 10.001 acres will not be violative of Section 205-2, <br />Chapter 205, Hawaii Revised Statutes, nor will it be inconsistent with the Land Use <br />Commission Rules, the County General Plan and the Hawaii State Plan. The applicant <br />also requests a concurrent Change of Zone from A-Sato RM-1 to develop the 306-unit <br />affordable housing rental project. Under the Land Use Commission Rules, one of the <br />standards for considering an azea for urban reclassification states that "In determining <br />urban growth for the next ten years, or in amending the boundary, land contiguous with <br />Hawai `i County is an Equal Opportunity Provider and Employer <br />
