This legislation is important for Counties to be able to access funding for Capital <br /> Improvement Projects. A Special Fund should be created by the Hawaii State Legislature. <br /> The current process of requesting funds from the State Revolving Fund is inadequate to deal with the <br /> amount of unfunded mandates the Counties have been and will continue to inherit from the State.
