in Kauai and Maui Counties and is consistent with the guidelines in the National Historic <br /> Preservation Act for Certified Local Governments (CLGs). <br /> The benefits of a local preservation commission arc numerous. The historic and cultural <br /> resources benefit by having better protection of the community's legacy, sustainable use of <br /> resources and a means to stabilize cotmmunity character. The business and development <br /> community benefits by having a local resource to help navigate the permitting and review processes <br /> for projects that affect historic resources, providing predictability and accountability to the historic <br /> preservation elements, as well as technical assistance. The visitor industry benefits by protecting <br /> and enhancing a unique and distinctive destination that will attract heritage tourism, which has fewer <br /> impacts and greater economic returns. The County benefits by having a more effective and efficient <br /> means of tracking, reviewing and monitoring planning and development projects that could impact <br /> historic sites, official standing for input to State and Cedexal undertakings under historic preservation <br /> statutes, and qualifying for certain funding sources. The general public benefits by having a <br /> mechanism for community-based input into preservation issues and opportunities for pubfic <br /> comment and feedback on major proposals. <br /> In order to ensure the success of the Cultural Resources Commission, it will need to be provided <br /> with adequate professional and clerical staff Therefore, I Iistoric Hawaii Foundation also urges the <br /> Council to appropriate the necessary funding fox the Planning Department to meet this additional <br /> need fox staffing, traitung, technolobry and other resources. <br /> Historic Hawaii Foundation commends you on your efforts to protect the irreplaceable historic and <br /> cultural resources of Hawaii. <br /> <br /> Very truly .yo~urs~,~ <br /> Kiersten Faulkner, AICP <br /> Executive Director <br /> <br />
