Ford, Council Member c <br /> SUBJECT: Conflict of Interest and recusal from voting on Resolution 352-07 <br /> This memo constitutes my request to be recused from voting on Resolution 352-07 that <br /> recommends the transfer of discretionazy funds from Council District 7 to be used to help the <br /> South Kona Community Emergency Response Team to defray the cost to purchase an amateur <br /> radio system (HAM) with base and mobile stations, and handheld units to be operated by <br /> licensed operators during emergency situations and disaster response. <br /> The reasons that I am recusing myself is: <br /> 1. I am one of seven incorporators of the South Kona Community Emergency Response <br /> Team, Incorporated. <br /> 2. I have been a member of the South Kona Community Emergency Response Team <br /> ("SKCERT") since August 2004. <br /> 3. I served on the SKCERT Board of Directors since its incorporation in January 2005. <br /> 4. I served as SKCERT's Corporate Secretary and Purchasing Manager since its inception. <br /> 5. I resigned as a SKCERT Director, Corporate Secretary, and Purchasing Manager before I <br /> took my oath of office as a Hawaii County Council Member. <br /> 6. Use of Amateur Radio equipment requires licensing by the FAA. I am not licensed to <br /> operate said equipment, and will not be in possession of said equipment. <br /> 7. Mr. Miles Mulcahy is the current President of SKCERT, Inc. and is also a member of my <br /> campaign committee. <br /> I would appreciate the opportunity to speak to the Council regazding support of Community <br /> Emergency Response Teams by other Council Members as individuals finish their training and <br /> form volunteer teams in each district to assist their communities in times of disaster. <br /> Comm.
