(h) Financial Records. <br /> i) The District Boazd shall maintain financial records regazding the <br /> operation and the contracts for supplemental services and improvements. <br /> ii) The District Boazd shall make such financial records available to the <br /> general public during regular business hours upon reasonable notice to the <br /> District Board. <br /> <br /> 7. Sources of Fundine. <br /> ri°`~] Generally, [T]the proposed sources of funding for all {(ij} <br /> supplemental services, {(ii}} district improvements and {(~ti}} incidental expenses <br /> of the District contemplated in this [l3istriet] Plan, shall be the sources of funding <br /> described in this section. Subject to requirements of law, the District Board may <br /> apply all monies derived from any sources of funding permitted herein towazd <br /> funding any expenditure permitted under this [l3istfist] Plan. <br /> (b)(a) Assessments. <br /> (i) Except when funds are otherwise available and except to the extent <br /> exempted by law of this District Plan, a special assessment sufficient to <br /> pay for the costs of the supplemental services and incidental expenses will <br /> be annually levied against each parcel of land in the District. Such <br /> assessments shall be called the "Assessments." <br /> (ii) The Assessment for each pazcel of land in the District for the first <br /> [saleHdar] fiscal yeaz shall be based on the following rates and method of <br /> apportionment: <br /> 1) Parcels of land within the District Zone 1, will <br /> be assessed at the rate of $1.75 for every $1,000 of "[~s~] <br /> Total Net Taxable Value" of each such parcel of land, as indicated <br /> on the County's real property tax assessment list prepared for the <br /> tax year corresponding with the applicable [calendar] fiscal year, <br /> except for the first assessment year which will be assessed on a <br /> pro-rata basis from the date of establishment. cs~c°svv°a'x] Total <br /> Net Taxable Value" means the [grass] total assessed value of a <br /> pazcel of land assessed by the real property tax office of Hawaii <br /> County, including the assessed value of any improvements on that <br /> parcel of land, less applicable exemytions.
