Waipio Ranger Pllot Program Year Two -County of HawaG Dept. of Research and Development Contract No. BT-07-27 ATTACHMENT 1 SCOPE OF SERVICES The CONTRACTOR shall perform and provide, in a satisfactory and proper manner as determined by the STATE, all goods and services described below and in the CONTRACTOR's accepted proposal dated September 13, 2006 ("PROPOSAL"), attached hereto and incorporated herein as Exhibit A, including the following: 1. The CONTRACTOR shall operate the Waipio Ranger Pilot Program to contract rangers to staff the county park at the Waipio Scenic Overlook to monitor commercial and visitor activity, report any illegal activity to law enforcement, serve as educational resources for the public, enhance the visitor experience, and protect the environment; and as further described in the PROPOSAL (hereinafter referred to as the "PROJECT"). 2. STATE funds shall be used for expenses related to the PROJECT within the context of the CONTRACTOR's budget, attached hereto and incorporated herein as Exhibit B. Any change to this budget shall require prior written approval by the STATE. ~ 3. The CONTRACTOR shall use its best efforts to perform the goals and objectives stated in its PROPOSAL. 4. The HAWAII TOURISM AUTHORITY shall be credited as a sponsor on all advertising and promotional materials. The CONTRACTOR shall consult with the STATE's marketing contractors to coordinate mazketing efforts as appropriate including, to the extent possible, listing any public events on web sites and calendars of events, and participating in the "Hawai`i Knowledge Bank" program. If applicable, the CONTRACTOR shall submit a final schedule and copies of all advertising and promotional activities with the final written report to the STATE. 5. Prior to the release of STATE funds, the CONTRACTOR shall submit proof of matching funds of at least 100% of the award amount of SIXTY THOUSAND AND NO/100 DOLLARS ($60,000.00). Cash contributions shall be demonstrated in the fomt of receipts of deposit or binding letters of commitment. EXHIBIT "A"
