Angel Pilago <br /> Council Member <br /> RE: Bi1155, Draft 3 (Relating to an Ordinance Providing for the Establishment of the <br /> Kailua Village Business Improvement District No. 1.) <br /> Attached is Bi1155, Draft 3 that reflects amendments outlined in Communication No. 183.95. <br /> These amendments were duly approved by the County Council during its meeting held on <br /> November 7, 2007. <br /> The proposed amendments make a number of changes, including the following: <br /> 1) A provision that all residential condominium apartments within the District will be <br /> assessed at the lesser Zone 2 rate; <br /> 2) A provision that single-family residences or condominium apartments with homeowner <br /> exemptions on file, will be assessed an annual flat rate of $100 (or the actual real <br /> property tax assessment, whichever is less) and such rate shall not be increased for the <br /> entire term of the District; <br /> 3) The list of tax map key numbers for parcels to be assessed with the Zonel Rate is revised <br /> to delete residential condominium apartments noted in number 2), above; <br /> 4) The list of tax map key numbers for parcels to be assessed with the Zone 2 Rate is revised <br /> to include residential condominium apartments deleted from the Zone 1 Rate list; <br /> 5) The map depicting the general boundary of the proposed District has been revised to <br /> reflect deletion of the southernmost portion of the proposed District; <br /> 6) Amendments to incorporate the above proposed changes; and <br /> 7) Formatting changes.
