Ms. Testa explained that the program serves the public <br /> good by encouraging businesses to expand and prosper, assists distressed areas with economic <br /> development and serves six main categories of businesses: manufacturing, wholesaling, wind <br /> energy, informational technology, design and production, and bio technology research.
