"(a) Except as otherwise provided, an environmental assessment shall be required for actions <br /> that:... <br /> ...(9) Propose any (emphasis added) <br /> (A) Wastewater treatment unit, except an individual wastewater system or <br /> a wastewater treatment unit serving fewer than fifty single family <br /> dwellings or the gquivalent:" <br /> Since we are upgrading an existing facility rather then proposing a new facility we are awaiting <br /> clarification of the requirements from the Department of Health. In any event, our plan is to <br /> comply with the law. <br /> 2. TIAR - Attached is a copy of Bruce Witcher's updated report. It has been transmitted to the <br /> Department ofTransportation, Department ofPW, and the Police Department. iYlr. Witcher has <br /> referred to the 7s'version of the traffic study manual and addressed the projected impact of the <br /> planned Palamanui project. The results of his analysis are not significantly affected by his <br /> consideration of these additional bases of information. <br /> 3. Affordable Housing Policy - We have confirmed that the County of Hawaii statute defines <br /> <br /> the Gfe-term of a rental project as 20 years. That said, the future developer and owner has <br /> <br /> committed in other applications to the Hawaii Housing Finance and Development Corporation <br /> <br /> ("HHFDC") to operate the property as affordable rentals at less than 60%n of the AMI for the <br /> <br /> next 55 yeazs. That portion of the HHFDC application is attached. <br /> <br /> 4. Department of Water Supply -Attached is a will-serve letter dated August 6, 2007. The <br /> letter approves water for 306 units for the affordable rental project subject to four conditions. <br /> <br /> The first two conditions, the Kalaoa Well upgrade and the construction of the Wainani reservoir <br /> <br /> have been satisfied and conveyed to the Water Board. Attached are meeting minutes from those <br /> meetings. The last two requirements, the high pressure bypass connection and the payment of <br /> the prevailing facilities charge will be completed during construction. <br /> 5. Energy Efficiency Practices - We have worked together with Councilmember Pilago's <br /> office to add language to the conditions that specifies the Energy Efficient Practices that will be <br /> incorporated into this project. They include the following; Solar Water Heating, Low flow <br /> plumbing fixtures Energy efficient light fixturelCompact Fluorescent Light bulbs Drought <br /> tolerant landscaping and, to the extent feasible, Photovoltaic Solar Panels. <br /> 6. Parking -Our existing site plan shows 460 parking for use by tenants of the project.
