Angel Pilago, Chair <br /> The Honorable Dominic Yagong, Vice-Chair <br /> From: Laura C Schuster <br /> Cultural Resource Program Lead <br /> Hawaii Volcanoes National Park <br /> Subject: Support of Council Bill 176 <br /> Establishing a Hawaii County <br /> Cultural Resources Commission <br /> I am writing as a member of the Preservation Taskforce group and as a community member <br /> in support of Council Bill 176, establishing a Hawaii County Cultural Resources <br /> Commission. <br /> I encourage you to support this Bill, Draft 2 as presented with out changes. <br /> This is the version that had unanimous approval at Planning Committee; unanimous <br /> approval at First Reading; and was deferred on Second Reading to Final <br /> Consideration for today. If it is approved without any further amendments, the <br /> ordinance will meet all the requirements for Hawaii County to become a Certified <br /> Local Government (CGL). <br /> The County may apply for federal funds for all kinds of things, with or without the Cultural <br /> Resources Commission. The funding that is at risk is specifically for Certified Local <br /> Governments and for surveys and inventory projects. To access the CLG funding, the <br /> County needs to both authorize and implement the Cultural Resources Commission, then <br /> apply to become a Certified Local Government, then apply for the funds. It is a multi-step <br /> process. <br /> This Bill does not duplicate the work at the State level, but as a County effort, it would <br /> provide assistance at the local level for determining what is significant in the County of <br /> Hawaii. This Bill will help to preserve and protect the significant pieces of history for the <br /> future, it is imperative that the County of Hawaii take the position of leader in preserving <br /> our resources. <br /> Comm.
