<br /> November 7, 2007 <br /> <br /> Pete Hoffmann, Chair <br /> <br /> County of Hawaii <br /> <br /> County Council <br /> Re: Bi1155, Draft 2, Kailua Village Business Improvement District No. l <br /> Dear Chairman Hoffmann, <br /> I support the establishment of the Kailua Village Business Improvement District No. 1. <br /> <br /> for the betterment of our community. <br /> <br /> Over the decades we have witnessed first-hand the deterioration, graffiti, neglect and <br /> <br /> crime ridden area that is our beloved historical Kailua Village. I've heard from the <br /> <br /> leaders of this B.I.D., that some concierges along our Kohala Coast routinely tell their <br /> guests not to visit our Kailua Village, due to high crime and unattractiveness. With a <br /> <br /> concerted effort to re-vitalize Kailua Village, we would be providing a true historical <br /> <br /> appearance safety) to our island ...and stop this type of occurence. If our visitors <br /> <br /> want a sterile mainland-looking over-priced shopping experience ...I suppose our <br /> Kohala Coast can provide it. But, my belief is they may want both a true historical <br /> Hawaiian township something that appears familiar to their senses. <br /> For the past four years following the success of the Waikiki Business Improvement <br /> District and the Fort Street Mall Business Improvement District, the KaIlua Village <br /> Business Improvement District has worked to mirror these successful examples to re- <br /> establish aquality of life we can all be proud of in Kailua Village. Kailua Village is the <br /> Hawaii Island experience, we should -and your office should, provide everything <br /> necessary to create everything in Kailua Village that was done by some of your <br /> counterparts on Oahu. <br /> Across the nation Business Improvement Districts have created win-win scenarios for <br /> small and large communities where individuals who really care, want to get involved <br /> and want to make a positive difference! I want to make a difference; I am asking you to <br /> do the same. <br /> This private and public partnership will work to improve and maintain the physical <br /> appearance and aesthetics of public right of ways, increased cleanliness and security. <br /> Where will your name appear, when we pass Bi1152, Draft 2 and get Kailua Village <br /> cleaned up? <br /> Sincerely, <br /> William F.
