The goal of this program is to reduce the number of alcohol, speed and seat belt
non-use related traffic fatalities and injuries by providing acommunity-based
coordinator to plan and coordinate activities and be a liaison between state,
county and community agencies and organizations.
? There was an 11 % increase in DUI arrests in Hawaii county from 1127 in
2005-06 grant period to 1251 2006-07 grant period year.
? Based on statistics and breath/blood test results received as of 10/19/07,
there was an 8.5 % decrease in DUI fatalities during current grant period,
Oct. 1, 2006-September 30, 2007 compared to grant period 2005-06.

PROBLEM IDENTIFICATION: Hawaii ranks ninth in the nation in the percentage of
traffic fatalities that involved impaired driving (2001-2005) with 48%; however, the Big
Island leads the state with alcohol-involved fatalities. Between 2003-2005, 51.7% of
persons killed in traffic fatalities on the Big Island involved alcohol.
GOALS AND OBJECTIVES: The goal of this program is to reduce the number of
alcohol, speed and seatbelt non-use related traffic fatalities and injuries on the Big Island
by 10%. The community based coordinator will plan and coordinate media an
educational activities and be a liaison between state, county and community agencies
and organizations.
STRATEGIES:
1. Continue to facilitate an impaired driving prevention county task force as
recommended by NHTSA, in partnership with the community and advocates like
MADD.
2. Collaborate with government agencies, especially the Dept. of Education, to assist
with the Shattered Dreams program and other educational programs such as Click It
or Ticket and including seat belt and impaired driving training as part of the Health
curriculum and Driver Education.

3. Liaison between police, community, prosecutors and judiciary on impaired driving
and courts. Collect statistics on conviction rates.
4. Researches grant opportunities for impaired driving programs and for ongoing
support of an impaired driving task force and prevention programs.
5. Evaluate and make recommendations on how to improve the intoxilyzer (breath
testing device) program
6. Conduct an in-depth review of the ADLRO procedures to see if they can be improved
to increase conviction rates. Make recommendations.
STATUS/RESULTS
1. FACILITATION OF IMPAIRED DRIVING TASK FORCE
CONTINUED WORKING ON GOALS ESTABLISHED BY THE TASK FORCE
THROUGH THE DEVELOPMENT, PROMOTION AND IMPLEMENTATION OF
EFFECTIVE EDUCATION AND ENFORCEMENT PROGRAMS AND POLICIES TO
REDUCE IMPAIRED DRIVING IN HAWAII COUNTY.
To reach the goals of the task force, subcommittees were formed and meetings were
held throughout the year: Criminal Justice subcommittee (4 meetings conducted),
Safe Ride Subcommittee (4 meetings conducted) in addition to the impaired driving
task force meeting.
? REDUCE NUMBER OF IMPAIRED DRIVING FATALITIES BY 10%
During this grant period, there were a total of 35 fatalities; 12 involved alcohol, 8
involved drugs, 5 fatalities involved both drugs and alcohol. 18 of the fatalities
were free of any substances.* statistics as of 10/19/07; test results of recent
fatality cases still pending. 51% of fatalities involved alcohol and/or drugs
During last grant period, there were a total of 37 fatalities; 13 alcohol related; 11
involved drugs; 4 involved both alcohol and other drugs. 15 fatalities were free of
any substances. 59.5% of the fatalities involved alcohol and/or drugs.
There has been a 8.5% decrease since last grant period.
? INCREASE NUMBER OF DUI ARRESTS
During this grant period, there was a total of 1251 DUI arrests in Hawaii county
compared to 1127 during the same period last year, an increase of 11 % .
? INCREASE NUMBER OF DUI CONVICTIONS
A Criminal Justice subcommittee was formed as a result of the task force's goals.
This subcommittee consisted of members from the prosecutor's office, court
monitoring project and police to formulate ways to improve processing of DUI
cases.

A Criminal Justice subcommittee was established and four meetings were held to set
goals for improving court convictions and Administrative Driver's License Revocation
process.

As a result of the meeting:
? Quarterly meetings are being held to discuss goals to improve processing and
adjudication of DUI cases. Meetings held between Prosecutor's office and
Judiciary to share concerns works with the Judiciary to incorporate strategies
from meetings to improve processing of cases.

? DUI offenders are asked to complete referral application forms to the public
defender's office before they leave the courtroom.
? DUI pre-trial conferences are held separately from the regular court calendar.
? Discussion initiated between police and prosecutors' office to address concerns
and examine options about improving service of penal summons for DUI cases.
? Dispositions of DUI court cases are being sent to the police department from the
prosecutor's office and distributed to provide feedback and closure for the
arresting officer(s).
? ADLR rescissions with case number and reason for rescissions are circulated to
commanders for evaluation and follow-up with officers.
? Option of transmitting ADLR documents from police to ADLR office is being
discussed. Memo to be sent to districts for feedback on to consider mailing of
ADLR documents directly to ADLR office versus current method of faxing
documents.
? Preliminary data from the Judiciary shows a slight decrease in convictions from
2005 to 2006, however, more evaluation needs to be conducted to examine

86 of the 125 cases dismissed are "dismissed without prejudice" and can be brought
back to court again and prosecuted in the future.
4. Researches grant opportunities for impaired driving programs and for ongoing
support of impaired driving task force and prevention programs.
Funding for many of the public awareness publicity advertising and evolved
through collaboration and partnerships between many of the agencies such as
the Dept. of Liquor Control, Department of Transportation and private businesses
such as KTA Superstores. Earned media resulted from radio PSAs and
newspaper articles through personal contact with newspaper editor or news
reporters and radio stations..
Monies for a DUI awareness booth at the Hawaii County Fair were secured
through a "Healing Our Island" grant. Collaborated with court monitoring
coordinator to apply for grant through the Administration of Justice club.

Informational flyers, samples of non-alcoholic drinks and the "fatal vision"
goggles were available to increase awareness of the hazards of impaired driving.
5. Evaluate and make recommendation on how to improve the intoxilyzer program.
Instruction on proper documentation of intoxilyzer supervisor forms included in
refresher course conducted by ADLR hearings officer. Coordinated arrangements
between Police Department and ADLR office on Oahu to implement class.
6. Conduct an in-depth review of the ADLRO procedures to see if they can be improved
to increase conviction rates. Make recommendations.
? Established regular training schedule between ADLR office and Hawaii Police
Department's recruit classes.
Four (4) ADLR recruit classes were conducted throughout the year. Coordinated
with ADLR office on Oahu to fly in trainer for each recruit class.
? Review rescission cases from ADLR to evaluate reasons for rescissions; ADLR
refresher course conducted in September 2007 for veteran officers and district
commanders.
? Discuss options to improve processing of paperwork with ADLR director.
Suggestion to have forms on computer disks and completed forms sent
electronically are being considered.
Although only 6 months of data are available for 2007, preliminary results show an
improvement in the rescission rates compared to 2006 rates. There is a 2.6% decrease
at the review decision level and a 2.4 % decrease for the total number of rescinded
cases from the previous year.

The establishment of the strategies, goals and objectives of the Impaired Driving Task
Force and its subcommittees has set the groundwork for continued progress and
effective partnerships to achieve the goals of increasing impaired driving arrests,
increasing court convictions and administrative license revocations, and reducing
impaired driving injuries and fatalities. Although much work has been accomplished
during the past year, continuation of these projects and programs is critical to determine
the impact on the community and to make an accurate assessment and evaluation of the
collaborative efforts to save lives in Hawaii county.

Impaired Drivin~Task Force Aims to Save Lives
The following article was contributed by Chris Loos, Public Relations Specialist with the Hawaii County Police
Department, in cooperation with Jackie Murai of fhe Impaired Driving Task Force.
In 2005 a whopping 60 percent of the traffic fatalities on Hawaii Island involved alcohol, drugs or both. The
natic~al average was 39 percent.
The~ipaired Driving Task Force a coalition of government agencies, community organizations and victim
support groups hopes to reverse those statistics.
What is the purpose of the Impaired Driving Task Force?
"The mission of the task force is to save lives and prevent injuries from impaired driving," said task force
coordinator Jackie Murai, who works in the Hawaii Police Department's traffic services section. "Our focus is
on prevention, on education and on enforcement programs."
Murai's job is funded by a federal grant obtained in 2004 through the state Department of Transportation. The
Police Department administers the grant.
One of Murai's biggest challenges is to persuade average citizens that they aren't exempt just because they
don't use illegal drugs or get drunk. A prescription drug or a small amount of alcohol can be all it takes to make
a driver dangerous.
How much does one have to drink to be legally drunk?
"A lot of people believe that to be arrested for a DUI you have to be falling-down drunk," Murai said. "But the
legal limit for alcohol is .O8 percent, which is a very small amount. It only takes about two to three drinks for the
average person to reach the .08 percent blood-alcohol level."

The task force did a survey of the people convicted of driving under the influence and found that 80 percent
were single male laborers.

can increase awareness about the consequences how it can jeopardize their jobs and how it's going to affect
their lives in general if they get a DUI."
How will a DUI affect a person's life?
For one thing, anyone arrested for DUI immediately loses his driver's license for at least 90 days through an
administrative revocation process. A driver who refuses to take ablood-alcohol test will lose the license for at
least a year and can't get a conditional permit for driving to work.
The license is not renewed automatically after the revocation. First the driver must undergo a substance abuse
assessment and complete any recommended treatment, which may include Alcoholics Anonymous meetings,
classes and counseling. Then the driver must apply for a new license and pass both the written test and the
road test to qualify.
Legal consequences make it even worse. First-time DUI offenders face up to $1,000 in fines, two-to-five days
in jail, 72 hours community service and mandatory attendance in 14 hours of driver education classes. The
court will also impose a substance abuse assessment and recommended treatment if the offender hasn't taken
care of those already. The DUI conviction will stay on the driver's traffic abstract for 10 years.
Finally, increased insurance premiums can take thousands of dollars away from the driver's family.

How many DUIs are there in Hawaii County?
Police on the Big Island have arrested 26 percent more impaired drivers this year than in 2005. As of October
30, police had made 1,018 DUI arrests compared with 810 by that date last year.
"Hopefully, with increased arrests we'll have fewer impaired drivers on the roadways," Murai said.
What else is the task force doing about all the impaired drivers?
It has begun focusing on partnerships with the Department of Education. In May they presented an anti-drunk-
driving program at Keaau High School called "Shattered Dreams." In a staged fake fatal DUI crash, they
graphically educated the students about the consequences of driving under the influence of alcohol or drugs.
The program involved students playing the roles of the driver and victims of the crash. Also participating were
parents, teachers and emergency personnel who typically respond to traffic crashes.
The task force also conducted a pilot program over Memorial Day weekend with Hilo High School athletes,
who helped police at DUI checkpoints. Murai is working with the county Department of Liquor Control to
expand that into a monthly program and include athletes from all public high schools on the island. "We feel
this helps educate the students as well as bring more awareness to the public," she said.
Oabor Day weekend, the task force worked on a project with police and Mothers Against Drunk Drivers.
At checkpoints, survivors ofdrunk-driving victims displayed pictures of their loved ones and handed out
flyers about the consequences of driving impaired.
The task force does radio and television interviews and public service announcement to educate the public. It
also is analyzing court data with prosecutors to improve conviction rates in DUI cases, as well as working with

Construction Begins on Emergency Evacuation Road for Waikoloa Village
Construction started October 23, 2006 on the emergency evacuation road for Waikoloa Village, according to
the County Department of Public Works. The Department filed a "Finding of No Significant Impact" (FONSI)
with the Office of Environmental Quality earlier following the completion of the Environmental Assessment on
the roadway easement.
Construction on the 2.13-mile gravel road which starts at the end of Hulu Street in Waikoloa Village and ends
makai to Queen Ka'ahumanu Highway, connecting close to the 72-mile marker north of the entrance to Mauna
Lani Resort. Construction is expected to take between 30 to 60 days.
The emergency exit will be gated and opened only during emergencies, as authorized by the County's Civil
Defense Agency.
The roadway will provide Waikoloa's more than 5,000 residents with alternative exits to expedite evacuation
from the community should either Waikoloa Road and Paniolo Drive be cut off by a brushfire, flooding or other
natural disasters.

When FEMA Inspectors Visit Homeowners Affected by the Oct 15 Quake
Inspectors from the Federal Emergency Management Agency (FEMA) are conducting damage assessments
for homeowners and renters on the Big Island. This inspection is an important step in the recovery process and
will help speed disaster assistance to those whose property was damaged by the October 15 Earthquake.
"State Civil Defense and FEMA personnel are working closely together to meet the needs of everyone who has
suffered loses," said State Coordinating Officer Ed Teixeira. "When an inspector calls, an applicant can help
speed their assistance by setting up a meeting quickly."
FEMA is trying to cover as many homes as possible quickly
FEMA inspectors visit homes by appointment (or, if they are in the vicinity, they may knock on the door).
When the inspector calls, applicants should provide clear, accurate directions to the damaged property and a
current phone number where they can be reached. A street address is needed. Do not use a post office box
address.
