"Section 27-3. Purpose. <br />It is the purpose of this chapter to promote the public health, safety, and general <br />welfare, and to minimize public and private losses due to flood conditions in specific <br />areas by provisions designed: <br />[(a)] (1) To protect human life and health; <br />[(b)] (2) To minimize expenditure of public money for costly flood control projects; <br />[(e)] (3) To minimize the need for rescue and relief efforts associated with flooding <br />and generally undertaken at the expense of the general public; <br />[(d)] (4) To minimize prolonged business interruptions; <br />[(e)] (5) To minimize damage to public facilities and utilities such as water and gas <br />mains, electric, telephone and sewer lines, streets and bridges located in areas <br />of special flood hazard; <br />[(f)] (6) To help maintain a stable tax base by providing for the sound use and <br />development of areas of special flood hazard [se as] to minimize future flood <br />blight areas; <br />[(g)] (7) To assist in notifying potential buyers that property is in an area of special <br />flood hazard; [and] <br />[(h)] (8) To ensure that those who occupy areas of special flood hazard assume <br />responsibility for their actions[.] <br />To reduce flood damage by one property owner to neighboring properties or <br />to the community ineg neral." <br />"Section 27-4. Scope and methods. <br />In order to accomplish its purposes, this chapter includes methods and provisions [for] to: <br />[(a)](1) [Resteietixg] Restrict or [pfahibitixg]ron hibit uses which are dangerous to <br />health, safety, and property due to water or erosion hazards, or which result in <br />damaging increases in erosion or flood heights or velocities; <br />[(13)](2) [Requiring] Require that uses vulnerable to floods, including facilities which <br />serve such uses, be protected against flood damage at the time of initial <br />construction; <br />[(e)](3) [Controlling] Control the alteration or relocation of natural floodplains, <br />[mels] watercourses, and natural protective barriers, which help <br />accommodate or channel [f}sed waters] floodwaters; <br />[(d)](4) [ranaelling] Control fill, grading, dredging, and other development which <br />may increase flood damage; and <br />
