AND JEANNETTE M. OKADA
REVOCABLE LIVING TRUST, APPLICANT

This old rezoning came up on the Planning Committee agenda because the Committee is
clearing up old matters which have not been acted upon for some time. The last item in
the file is a letter from the Council to the Planning Director dated Nov. 2, 1995,
requesting that the administration "provide a Needs Assessment study of the affected
community", apparently in response to a concern of the applicant about the fair share
assessment. It does not appear that any action has been taken on this request since.

The Planning Department did, however, commission an "Infrastructure and Public
Facilities Needs Assessment: Impact Fee Study", by Duncan Associates, which was sent
to the Council earlier this year.

We do not know whether the applicant is still interesting in pursuing this rezoning. If
they are, my suggestion is that because twelve years have passed, this matter be referred
back to the Planning Department and Planning Commission, to solicit new input from

Comm.
