in a scientific and engineering report entitled "Flood Insurance Study,"
<br /> dated ' ' °O°,] Apri12, 2004, with accompanying Flood Insurance
<br /> Rate Maps and all [~•J future chances, revisions and
<br /> amendments[,] to these documents, and shall apply to all areas bordering
<br /> identified special flood hazard areas, and all other areas outside the
<br /> identified special flood hazard areas encompassing and adjacent to a river,
<br /> stream, stormwater channel, outfall area, or other inland water or drainage
<br /> facility determined by the director of public works to be subject to flood
<br /> hazards. The special flood hazard areas are as follows:
<br /> (1) Floodway fringe -Zones AE, AH, and AO.
<br /> (2) Floodway.
<br /> (3) Coastal high hazard (tsunami) - Zones V and VE.
<br /> (4) General floodplain -Zone A.
<br /> (5) Land adjacent to drainage facilities, and Zone A99.
<br /> (b) This chapter shall not apply to:
<br /> (1) Any building permit lawfully issued prior to May 5, 1982 or
<br /> building permit application properly filed and accepted for review
<br /> prior to May 5, 1982, provided that approval was obtained without
<br /> any significant changes in plans or specifications made afrer
<br /> May 5, 1982.
<br /> (2) Roadway and site improvements for subdivisions for which
<br /> tentative approval had been granted prior to May 5, 1982 and
<br /> where roadway and site improvement construction and grading
<br /> plans had received all necessary agency approvals by May 5, 1982.
<br /> (3) Carnivals, luaus, fairs, and camping tents of a temporary nature
<br /> which are not in a floodway.
<br /> (4) Nonfenced, [^°~.,o~,~a] at rade outdoor swimming pools.
<br /> (5) Signs which are not in a floodway.
<br /> (6) Demolition.
<br /> SECTION 5. Chapter 27, article 2, section 27-6, Hawaii County Code 1983 (2005

<br /> edition), as amended, is amended to read as follows:

<br /> chances revisions and amendments to these documents, are hereby adopted and
