No. 762/Bill No. 194 <br /> PLACE: Council Chambers <br /> Ben Franklin Bldg., 2"d Floor <br /> 333 Kilauea Avenue <br /> Hilo, Hawaii 96720 <br /> <br /> TIME: 12:45 p.m. <br /> <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works & Intergovernmental Relations, to which was referred Communication 762, <br /> Bill No. 194, report as follows: <br /> Bill 194, transmitted by Councilmember Brenda Ford, via Communication No. 762, dated <br /> October 24, 2007, amends the Hawaii County Code 1983 (2005 Edition, as amended), Chapter 3, Article I, <br /> Division 6, Section 3-22, relating to sign variances. <br /> Your Committee heard from Council Committee Chair Ford that this amendment is not about enforcing the <br /> Sign Code, but adds requirements for applications for sign variances to include a draft resolution; and if applicable, a <br /> written recommendation from the Kailua Village Design Commission; and to the appropriate Council Committee for <br /> its consideration and decision. <br /> Your Committee members expressed concerns of the public writing their own resolution, and that government should <br /> be available to help with the application process and serve the people. It should be at the Councilmember's <br /> discretion to assist the sign variance applicant with drafting a resolution. Furthermore, a minor change to allow other <br /> advisory groups recommendations and not limiting it to the Kailua Village Design Commission should be <br /> considered. Councilmember Hoffmann suggested that the phrasing should be "any advisory commission." <br /> Cowity Clerk Casey Jarman explained incomplete sign variance applications present problems for the Legislative <br /> Research Branch (LRB) to process.
