RULE NO. 9 <br /> COMMITTEE OF THE WHOLE <br /> 1. Establishment. Upon a majority vote of its members, the Council may resolve itself <br /> into a Committee of the Whole on any bill, resolution or matter for discussion. <br /> 2. Chairperson. The Chairperson of the Council shall be the Chairperson of the <br /> Committee of the Whole, unless otherwise specified by a majority vote of the members of the <br /> Council. <br /> 3. Records. The County Clerk shall be the clerk of the Committee of the Whole and <br /> <br /> shall make a complete record of its proceedings which shall be kept as one of the public records of <br /> <br /> the Council. <br /> 4. Other. In all other matters, the Committee of the Whole shall conduct its business <br /> in accordance with these rules, the Hawaii County Charter, and the Hawaii Revised Statutes. <br /> 13 <br /> <br />
