RULE N0. 1 <br /> INITIAL CONVENING OF THE COUNCIL <br /> 1. When the time specified by law arrives for the first convening of the newly elected <br /> Council and until such time as the Chairperson and Presiding Office shall be elected, the Mayor <br /> shall preside at such meeting, provided that the Mayor shall not have a vote. (Section 3-6, Hawaii <br /> County Charter) <br /> 2. The Mayor shall call the meeting to order and appoint a temporary Clerk. <br /> 3. The Mayor shall then appoint a Credentials Committee of not less than three <br /> members. The Credentials Committee shall immediately examine the credentials of the Council <br /> Members-elect. If the credentials are in order, the Credentials Committee shall so report. The <br /> Mayor, as the temporary Chairperson, shall then request a motion to elect the Chairperson of the <br /> Council. <br /> Immediately after being elected, the Chairperson shall assume the position of the <br /> Presiding Officer, and the Council shall then elect the Vice Chairperson of the Council and appoint <br /> <br /> the County Clerk as provided by Section 3-6, Hawaii County Charter. The Council shall then adopt <br /> <br /> the Council rules of procedure and appoint the Chairpersons and Vice Chairpersons of the standing <br /> committees by resolution. <br /> 5. The rules of procedure shall become effective upon adoption and shall remain in <br /> effect until amended or revised as provided herein. <br /> 1 <br /> <br />
