,,~l~vv os x <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 472 OS <br /> RESOLUTION CREATING A TRAFFIC TECHNICIAN-DRAFTING TECHNICIAN <br /> POSITION AND A TRAFFIC TECHNICIAN II POSITION FOR THE DEPARTMENT <br /> OF PUBLIC WORKS' TRAFFIC DIVISION <br /> WHEREAS, there is a need for a Traffic Technician-Drafting Technician position and a <br /> <br /> Traffic Technician II position for the Department of Public Works' Traffic Safety Section due to the <br /> increasing requests for traffic calming by the members of the Hawaii County Council and the <br /> County Administration and to the increase in the number of traffic signals and related workload; <br /> and <br /> WHEREAS, the Department of Public Works' Traffic Safety Section has only one position, <br /> namely a Civil Engineer IV performing all of the duties required to address the planning, <br /> engineering, and design of traffic control devices on County roadways; and <br /> WHEREAS, in addition, while this person is responsible for preparing reports on traffic <br /> safety projects which encompasses traffic calming such as speed humps, smart signs, etc, there <br /> are no designated personnel to assist or provide back up and train for the duties of this position; <br /> and <br /> WHEREAS, creating a Traffic Technician-Drafting Technician will provide assistance to the <br /> Traffic Safety Section with plan reviews, general traffic counts for signals and stop sign warrant <br /> analysis, speed hump requests, investigations, drafting striping plans & striping as-builts; and <br /> WHEREAS, the Traffic Signals and Street Lights Section currently has only one designated <br /> personnel to monitor and maintain the "in house" hardware and software for the traffic signals and <br /> this position is responsible for all conflicts and emergencies and is available for standby 24 hours a <br /> day and 7 days a week; and <br /> WHEREAS, creating a new Traffic Technician II position will provide assistance and <br /> establish a career ladder for the training and development of traffic oriented personnel and the <br /> additional personnel will enhance worker safety by providing an additional position for standby and <br /> approved leave; and <br /> <br />
