tP~''~,- <br /> <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 491 08 <br /> A RESOLUTION SUPPORTING H.B. 1598 WHICH WOULD ESTABLISH AN <br /> AGENCY TO OPERATE ASINGLE-PAYER UNIVERSAL HEALTHCARE <br /> INSURANCE SYSTEM. <br /> WHEREAS, the Hawaii County Council finds that it is in the best interest of the <br /> State of Hawaii for each and every permanent resident to have high quality and affordable <br /> healthcaze insurance coverage; and <br /> WHEREAS, healthcare is more than just medical insurance payouts, it includes cost- <br /> saving and early intervention measures to prevent conditions from becoming chronic, <br /> permanently disabling or fatal; and <br /> WHEREAS, Hawai`i's current healthcare insurance complex is a disjointed, costly, <br /> inefficient, and unnecessarily complicated multi-payer private medical insurance model that is <br /> mostly profit-driven, adversarial, beset with constant cost-shifting and reluctant healthcare <br /> delivery, onerously bureaucratic, and generally economically irrational; and <br /> WHEREAS, healthcaze rates are skyrocketing at or near double-digit annual rates <br /> and are creating an affordability and accessibility crisis for Hawai`i's residents; and <br /> WHEREAS, the Council of the County of Hawaii supports the passage of H.B. 1598, <br /> as evidenced by the passage of Resolution 442-07 in its meeting on January 9, 2008, <br /> introduced by Council Member Yoshimoto, urging the United States Congress to pass H.R. <br /> 676 that would establish the United States National Health Insurance Act; and <br /> <br />
