~fY or 4 <br /> IJ~ <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> ' <br /> RESOLUTION NO. ~92 OS <br /> RESOLUTION TO ADVANCE FUNDING PRIORITIES TO THE MAYOR FOR <br /> INCLUSION IN THE 2008-09 FISCAL YEAR OPERATING BUDGET. <br /> WHEREAS, the Hawaii County Charter, Article X, Section 10-5, establishes the <br /> council's authority to amend the County's operating budget, by stating, in part: <br /> "After the public hearing, and after the submission of the amendments to <br /> the operating budget and to the capital budget, the county council may adopt the <br /> operating budget as amended with or without further amendments. First reading <br /> shall be after May 5. In amending, it may add new items or increase items in the <br /> operating budget. It may decrease or delete items, excepting appropriations <br /> required by law and appropriations for debt service. But in all cases the estimated <br /> revenues for the ensuing year shall be at least equal in amount to the proposed <br /> expenditures...."; and <br /> WHEREAS, recognizing the importance of council participation in shaping the County's <br /> budget process, the council wishes to take a more proactive role in establishing priority items to <br /> be included in the County's operating budget; and <br /> WHEREAS, the council wishes to provide its input to the mayor prior to the submission <br /> of the operating budget to the council no later than March 1 of each year, as mandated by the <br /> Hawaii County Charter in Article X, Section 10-2(a); and <br /> WHEREAS, by advancing some funding priorities to the mayor earlier in the budget <br /> process, the council will encourage a more deliberate budget review process by communicating <br /> its priorities for County funding and resources to ensure the public welfare and accommodate <br /> growth in the County; and <br /> WHEREAS, the council has initially identified regional and island-wide funding <br /> <br /> priorities that primarily emphasize public health and safety related issues; now, therefore, <br /> <br />
