ww <br /> <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> ~yei•w~t <br /> RESOLUTION NO. 508 08 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO <br /> A DESIGNATED FUND ACCOUNT(S). <br /> WHEREAS, the Cooperative Extension Service (CES) is a part of the world's largest <br /> non-traditional educational system, the cooperative extension system, which can be found <br /> throughout the United States; and <br /> WHEREAS, the CES is a partnership between federal, state, and local government <br /> responsible for providing science-based information and educational programs in agriculture, <br /> natural resources, and human resources; and <br /> WHEREAS, there is growing concern amongst the piggeries and members of the <br /> agricultural community that the rising cost of commercially produced pig feed will cause <br /> many piggeries to cease operations; and <br /> WHEREAS, the current method of feeding swine non-commercial food involves <br /> boiling collected slop, which causes an environmental nuisance and poses possible health <br /> hazards to the surrounding areas; and <br /> WHEREAS, the CES is proposing a pilot program for production and testing of <br /> reasonably priced alternative feed for swine using locally available resources, including slop, <br /> that are traditionally considered waste products; and <br /> WHEREAS, the proposed program is based on imported technology that is now <br /> available on the Big Island, and utilizes steam and bio-microorganisms to make the final <br /> products free from harmful pathogens; and <br /> WHEREAS, the proposed project has significant implications if it proves to be <br /> economically viable, as it will allow local producers to effectively compete against imported <br /> feed and will eliminate dependency on these imported products; and <br /> WHEREAS, funds are needed in order for the CES to implement this program; and <br /> WHEREAS, Contingency Relief funds ($10,000) from Council District 3 will be <br /> appropriated to the Department of Research and Development to help defray the cost for the <br /> pilot project; now, therefore, <br /> <br />
