M(Y Os M <br /> 4 <br /> Lld~i <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> ?~rf of ~N'(,~ <br /> RESOLUTION NO. 523 OS <br /> RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN <br /> <br /> AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF THE ATTORNEY <br /> GENERAL, PURSUANT TO HRS 46-7, FOR THE INTERROGATION ROOM <br /> EQUIPMENT GRANT FOR THE HAWAII COUNTY POLICE DEPARTMENT <br /> WHEREAS, the State of Hawaii Department of the Attorney General, Crime Prevention and <br /> Justice Assistance Division has authorized an Interrogation Room Equipment Grant for the Hawaii <br /> County Police Department; and <br /> WHEREAS, the funds will be used to upgrade the audio and visual recording equipment in the <br /> police interview rooms for the recording of defendant and or victim interviews; and <br /> WHEREAS, the recording of victims and witness interviews "locks" them into their initial <br /> statements and this can be especially useful in the prosecution of domestic violence cases as victims <br /> often recant their statements prior to trial; and <br /> WHEREAS, the audio and video recording of suspect interviews can be very powerful as <br /> judges and juries can see the suspect's attitude and demeanor during the interview and it can also be <br /> useful in establishing that officers have not coerced or threatened the suspect into providing a <br /> statement; and <br /> WHEREAS, the Police Department expects the new equipment will improve the investigation <br /> of crimes, through better evidence collection of audible and clear pre-recorded interviews, or <br /> statements of victims, witnesses, and offenders; and <br /> WHEREAS, the funds provided by the State of Hawaii Department of the Attorney General are <br /> derived from grants provided by the federal government; and <br /> <br />
