Chapter 328K, Hawaii Revised Statutes, is repealed. <br /> SECTION 4. This Act does not affect the rights and duties that matured, penalties that were <br /> incurred, and proceedings that were begun, before its effective date. <br /> <br /> SECTION S. If any provision of this Act, or the application thereof to any person or circumstance <br /> is held Invalid, the invalidity does not affect other provisions or applications of the Act, which can <br /> be given effect without the <br /> invalid provision or application, and to this end the provisions are severable. <br /> SECTION 6.
